In late July 2015, PharmaCann was awarded one of only five state-wide cultivation and dispensary licenses in New York’s Compassionate Care program. While in the completion stages of the two cultivation centers in Illinois, CORDOS mobilized its project team to PharmaCann’s Orange County site in August to coordinate final site development and building permitting for the 42 acre site within the Hudson Crossing Industrial Park.

PHARMACANN ORANGE COUNTY MEDICAL CANNABIS CULTIVATION & PROCESSING FACILITY
When completed, the new 128,000 square foot state of the art cultivation and processing facility would be the largest in New York and first of the five licensees to begin permanent operations.
New York Department of Health regulations required each licensee to have available for sale medical cannabis product no later than six months after licensure date. In October, CORDOS began mass grading by cutting and filling over 60,000 cubic yards of structural fill to construct the 15 acre building pad. To satisfy the NYDOH requirements, CORDOS permitted, purchased, constructed, and fit-out temporary on-site grow and processing facilities, enabling PharmaCann to begin regulated operations well in advance of the six month deadline. Foundations and on-site prefabrication of greenhouse structure also began in October and erection started in November. The 25,000 square foot processing facility, constructed of precast wall panels and a long span steel roof structure, also started in November.
All utilities were available in the park, but had to be extended one-half mile to the site. CORDOS coordinated with Central Hudson Gas & Electric to bring high-pressure gas and high-voltage primary services to the site, which resulted in far less expensive operating costs. CORDOS also coordinated with the adjacent Town of Montgomery to bring sewer mains and municipal water to accommodate the fire suppression loop, domestic, and irrigation water supplies. The greenhouse was granted occupancy to begin cultivation operations at the beginning of April 2016, just six months after erection had started. To make the task more challenging, in April, PharmaCann redesigned much of its processing and manufacturing facilities, for which CORDOS coordinated the substantial design, permitting, and reconstruction. The processing facility started operations in June 2016.
